In 2019, Moscow will host the largest international forum of the audit community - the XXIII INTOSAI Congress

In 2019, the Accounts Chamber of the Russian Federation will host the XXIII Congress of INTOSAI *, the largest international forum of the state audit community.

The decision to approve the highest financial control authority of Russia as the host country for the next meeting of the Congress was unanimously adopted by the participants of the XXII INTOSAI Congress, which was held from December 7 to 11, 2016 in Abu Dhabi (United Arab Emirates).

In her speech, the head of the Russian control department Tatyana Golikova thanked the forum participants for supporting Russia’s candidacy as the host country of the XXIII INTOSAI Congress. At the same time, she noted that the experience of organizing major international events accumulated by the Accounts Chamber of Russia makes it possible to be confident in the successful holding of the XXIII INTOSAI Congress in Moscow. “For us, the holding of the INTOSAI Congress is not only a high honor, but also a tremendous responsibility,” noted Tatyana Golikova.

In the framework of the forum, the Russian delegation presented reports on the results of the activities of the two INTOSAI working bodies headed by the Russian control department - the Working Group on Key National Indicators (KNP) ** and the Ad Hoc Group on Contract Audit of Public Procurement ***.

Having heard the reports of the Russian side, the participants of the Congress highly appreciated the achieved results.

Among the main achievements of the Ad Hoc Group on Contract Audit of Public Procurement were the development of the Glossary and the Practical Guide to the Audit of Public Procurement and the conduct of two pilot projects, which were attended by the supreme audit institutions of Portugal, Slovenia and Zambia. Congress participants also supported the proposal of the SAI of Russia to transform the group from ad hoc to working and continue its work on creating the INTOSAI public procurement audit standard by the end of 2019.

The White Paper on KNI, containing specific recommendations on the development and use of key national indicators, and the Guide to the development of key national indicators for supreme audit institutions were presented as the main outcomes of the Working Group on Key National Indicators. Currently, the group plans to join the work of INTOSAI in the context of achieving sustainable development goals, to develop a standard for using key national indicators in the activities of supreme audit institutions, as well as guidelines for auditing programs and projects.

* INTOSAI is an international organization created in 1953, which includes the highest bodies of state financial control in 196 countries of the world. The Accounts Chamber of the Russian Federation is a member of INTOSAI since its inception in 1995 and actively participates in its activities. The Russian supervisory body works in all the main managing and working bodies of INTOSAI, including the Professional Standards Committee and the Experience Sharing Committee. The SAI of Russia heads the INTOSAI Working Group on Key National Indicators and the INTOSAI Ad Hoc Group on Public Procurement Audit (at the XXII Congress, INTOSAI was transformed into a Public Procurement Audit Working Group).

** The INTOSAI Working Group on Key National Indicators began its work in 2007 in accordance with the decision of the 19th INTOSAI Congress, which was held in Mexico. At the moment, the Working Group includes 23 full members and 1 observer represented by the State Control Committee of the Republic of Belarus. The main goal of the INTOSAI Working Group is to collect and analyze information related to key national indicators, exchange experience, as well as methodological documents and best practices. The meetings of the Working Group are held annually. In order to ensure the informational interaction of participants in the intervals between meetings, a Working Group page was created on the basis of the website of the Accounts Chamber of the Russian Federation (http://audit.gov.ru/activities/international/intosai-working-group-on-key-national- indicators /).

*** A special group at the XXII Congress of INTOSAI was transformed into a Public Procurement Audit Working Group in order to continue its activities and develop an appropriate international standard. It was established in 2014 at the initiative of the Accounts Chamber of the Russian Federation. At the XXII Congress of INTOSAI, the Practical Guidelines for the Public Procurement Audit Group developed by the group were submitted to the international audit community and approved as an official document of this international organization.
